Councilman McCulloch left the meeting 6:31 pm.  

 

PUBLIC HEARING Local Law 3 of 2019 – No parking

 

Public hearing was called to order.  Supervisor Davis read the notice:

 

Please be advised there will be a Public Hearing held on Tuesday, April 2, 2019 at 6:30 pm at Catskill Town Hall, 439 Main St., Catskill, NY to hear public comment concerning Local Law # 3 of 2019 to amend Chapter 151 Article IV of the Town Code to limit parking on 424 High Falls Road Ext. for emergency vehicle access.   By Order of the Catskill Town Board, Elizabeth Izzo, Town Clerk

 

Councilwoman Scannapieco opined her dislike of signs but understands the need for them in this instance.  Supervisor Davis asked if there was any further comment.  With no further comment public hearing was closed at 6:35 pm on motion of Councilman Giordiano second by Councilwoman Scannapieco.

 

The regular meeting convened.

CORRESPONDENCE:

 

Copy of letter to GC Hwy Dept. from Dept. of Army Corp of Engineers regarding their permit application stabilization of the river bank in the Village of Catskill.

 

PERMA regional meeting 4/19 10 am in Cooperstown for diversity and conflict in workplace topic.

 

Marshall Sterling disclosure statement as required under regulation #87 from NYS Ins Dept. regarding commissions/fees.

 

Memo from Shaun Groden regarding unsafe building demolition costs assessed to taxes and requesting when a demolition is to occur, filing a copy w/ county clerk’s office and the county administrator and consult with county for opportunity to minimize demo costs by using in-house services.  

 

Letter from AAR Auctions advising their award for auction services in Dutchess County and under NYS General Municipal Law allowing all political subdivisions in NYS ability to contract with them for their services.

 

Letter from Dennis O’Grady asking for permission to modify the town fence along the parking lot at the Senior Center to all him to access his property.  Expense of modification borne on him.  Councilman McCulloch stated the Village should mark out the water and sewer lines before he does anything to the property.  Supervisor Davis will contact Mr. O’Grady and ask for a plan to submit to the board.

 

SUPERVISOR COMMENTS:

 

The county is reintroducing the county wide shared services initiative meetings as they were not successful last year.  Dates have been scheduled.  Asked if we had any specialized equipment to purchase.  Will touch base with Superintendent Beers.

 

Grant is ready to submit to Clean Energy for the lighting district proposal.  

 

Issue regarding maintenance concerns in the sewer district.  Grease traps need to be installed in an apartment building.  Will contact property owner.  

 

Travis Smigel sent a punch list of items for follow-up.  Work is scheduled to begin shortly.

 

The Town does not need to apply to OSC for funding in sewer project as rates more favorable to homeowner now than before.  Bond counsel will direct next steps.

 

Home Depot would like a site visit to the veteran’s section of the cemetery for a project they would like to initiate, i.e. landscaping or benching.  Councilman Vosburgh to meet with them at site.

 

AUD is accurate and complete.  Fund balance looks appropriate.  In good shape.

 

Federal and State Grants are available and we will look at applying for sidewalks in Leeds.  Will be challenging to receive funding but grants are up to $500,000.  Councilman McCulloch mentioned the potential of storm water separation if we receive the grant.  Supervisor Davis will look into and update mid-month.

 

NEW BUSINESS:

 

Adoption of Local Law 3 of 2019 – Resolution # 19-2019 on motion of Councilman Giordiano second by Councilman Vosburgh adopting Local Law 3 of 2019 amending Section 151 of Town Code – No parking to include 424 High Falls Road Ext.  Adopted Vote: 4 Yes 1 Absent (McCulloch)

 

BOARD COMMENTS:

 

None.

 

Councilman McCulloch returned to meeting 6:52 pm.  

 

PUBLIC COMMENT:

 

Planning Board Chair Joe Izzo gave a brief update on projects before the Planning Board; signage at end of Mossy Hill Road one lane road and no parking along some areas so residents know not allowing parking on their property; amendment to SUP regarding hours of operation for the wedding venue for events this year only from 9 o’clock to 10 o’clock.  Special meeting scheduled.  

 

ZBA will be reviewing determination for Pollace’s resort at their meeting Wednesday.

 

Councilman Vosburgh mentioned the Vietnam Traveling Wall and to review the budget for donation.  The Wall will be at the Freight Master’s building in August.  

 

With no further business a motion to adjourn the meeting was made by Councilman Giordiano second by Councilman Vosburgh.  Meeting ended 7:07 pm.
