Supervisor Izzo opened the meeting with a moment of silent prayer and the Pledge of Allegiance.  He welcomed everyone to the meeting.

Angelo Ruggiero, President of the Heart of Catskill Association, addressed the Board regarding the “Cat’n Around Catskill” celebration.  This is a summer long event that will run from Memorial Day to Labor Day with fiberglass cats decorated by various artists and sponsored by local businesses lining Main Street.  The cats will be displayed on concrete pedestals.  At the end of the event they will be auctioned off.  The artist will receive 25% and the rest will be divided between HOCA, GCCA, Youth Center, and the Humane Society.

He would like the Town to be a sponsor.  The monetary level is $500 to $5000.  At the $5000 sponsorship level, it includes 2 cats one of which is kept by the sponsor.  The next level is $2500 and it also includes 2 cats (none kept).  

Supervisor Izzo reviewed the minutes to be accepted:

Supervisor Izzo reviewed the resolution to be accepted:

RESOLUTION #78-2006                             Authorizing Submission of a Restore
                                                        NY Communities Initiative                                                                       Application

Councilman Antonelli, presented the following for consideration and adoption,

RESOLVED, that The Town of Catskill has identified the Catskill/Carson City Site on State Route 32 as a potential economic development area; and

WHEREAS, the Greene County Industrial Development Agency has submitted an application for grant monies on behalf of the Town of Catskill to be used for the extension of infrastructure including water and sewer; and

WHEREAS, the only affordable means of financing such a venture is to secure funding through the New York State Restore NY program; and

WHEREAS, the Town of Catskill is an eligible applicant under the Restore NY Communities Initiative Program and is thus eligible for financial assistance; so

THEREFORE, be it resolved that the Town of Catskill authorizes the Greene County Industrial Development Agency Executive Director Alexander Mathis, Jr., to sign and submit an application for up to $5,000,000 to the Restore NY Communities Initiative for the financing of infrastructure improvements necessary for the improvements to the Travco Business Park site; to act in connection with the submission of the application; and to provide such additional information as may be required.

Councilman Leggio seconded this resolution.

Supervisor Izzo reviewed the County Resolutions:

RESOLUTION # 306-2006           APPROVING REIMBURSEMENT TO
                                        COMMUNITY COLLEGES.

For Town of Catskill the charge backs for the 2006 semester was $1,357.76.

RESOLUTION # 309-2006           AMOUNTS DUE COUNTY TREASURER BY
                                        ERRONEOUS ASSESSMENTS.

The amount due to the County for next year is $48,899.69, which is down quite a bit from the prior year.

Supervisor Izzo reviewed the Correspondence:

Letter from Thomas Yandeau, Greene County Dept. of the Aging, in regards to their 6-month service report for 2006.

Copy of letter sent to Delia Cross, Palenville, NY from NYS Dept of Environmental Conservation, regarding stream stabilization by her house along Kaaterskill Creek.

Letter and pictures, from Mrs. Delia Cross, about the damage to her property on the Kaaterskill Creek, in Palenville, NY.  She is asking the Town to help.  She will receive some grant money, unsure how much; FEMA extended the grant period.  Supervisor Izzo spoke with Alfie Beers, Highway Superintendent, who stated that DEC would not let us dump anything on her creek bed because the property is near the streambed.  She has also been in contact with Senator Seward’s office.  

Letter from Shannon Woods, Staff Attorney of the Legal Aid Society, stating October is Domestic Violence Awareness Month, and there will be a Battle of the Bands on Sunday October 15 at the Point to benefit the Columbia-Greene Domestic Violence Program.

Letter from Hudson Valley Economic Development Corp., looking for parcels of land to develop commercial building sites in the Town.  They are partnering with Greene Co. IDA in this venture.  A meeting will be scheduled.

Columbia-Greene Chili Cook- Off at Athens Riverfront Park, Athens, NY, that will benefit the Columbia-Greene Humane Society, will be Sunday October 1st, from 12 noon to 5 pm.  Supervisor Izzo attended and stated that even with the rough weather, the turnout was good and the chili was great.

Letter from Maureen Polach, in regard to the Catskill Rural Cemetery, Ms. Polach has some problems with the Cemetery and wanted the Town to be aware of them.  She also sent copy of letter to the Catskill Daily Mail and Mr. Roger Lane.  The Town has not yet officially taken over the Rural Cemetery.

Letter from Attorney Joseph Stanzione, in reference to the Old Underhill Road, in the Town of Catskill, that Highway Superintendent sent to Mr. Jerry Misevcis, who was doing some work on the road.  This letter stated that Mr. Misevics could widen Old Underhill Road to give him access to his property (nothing in letter stating he could remove guardrails).  Since the Highway Superintendent gave him permission, the lawyer states that with that permission, Old Underhill Road is considered a Town Road.  Supervisor Izzo spoke with Mr. Beers, what Mr. Beers was saying that he could widen his road to get into his property.  Councilman Leggio states that this is a property dispute between neighbors.  Supervisor Izzo stated the question at place was it ever a Town Road and did the Town abandon the road.  Town records state that it was never a Town Road.  

Notice from Catskill Mtn. Housing which has received an application from Alice Wilburn, owner of 110 Water Street, applying for a grant to partially fund needed repairs to the property.  If approved she would rent to income qualified tenants for five years.  

Copy of letter from NYS Dept. of Health, in regard to the DeSantis Mobile Home Park in the Town of Catskill.  NYSDOH wants to know if the Town will be conducting a State Environmental Quality Review.  If the Town isn’t, then an Environmental Assessment form needs to be sent to DOH so a SEQR review can be conducted.  The Town Planning Board stated that they have spoken with Linda Speckman, COE for the Town, who in turn spoke with Michael Sterthous, Council for the Town, and it was decided that Town (Planning Board) will conduct the SEQR and be lead agency.

Letter of support for Greene Co. IDA Agency’s for the Town of Catskill “Restore New York” application for the Carson City site located on Rte. 32, in the Town of Catskill.

Plan of Services for 2007 from Tom Yandeau, Director of the Greene Co. Dept. of the Aging.

Received information from Village Trustee Forest Cotten, in regard to what was submitted to the Gr. Co. Legislature, about the Sales Tax Sharing Plan.  Still waiting for some Municipalities to come on board.  This will go before the County’s budget process.

Letter from Senator Seward, about putting in a legislative initiative amount of $10,000, in the 2006-2007-state budget for the Little Red Schoolhouse project.  This is for the repairs and maintenance of the Little Red Schoolhouse.  The Little Red Schoolhouse is on the Historic Registry.  

There will be a Joint Board Meeting of the Hudson River Valley Greenway on Tuesday, October 10th, 2006 in the Legislative Office Building, Empire State Plaza, Albany, NY.  Governor Pataki will be the guest speaker.

Supervisor Izzo reviewed the Monthly Reports:

Town of Catskill Comptroller’s Cash Report for August 2006
Town of Catskill Highway Report for month of September  2006
Town of Catskill Cemetery Report for the month of September 2006
Town of Catskill Code Enforcement Report for the month of September 2006
Town of Catskill Ambulance Report for the month of September  2006

Supervisor Izzo asked anyone in the audience if they would like to address the Board.

A gentleman wanted to discuss the property on Route 23A.  He has a concern about where the septic may be placed.  He does not want it to interfere with his well.  

Supervisor Izzo asked that the gentlemen speak with Linda Speckman, the Town’s Code Enforcement Officer, to ascertain where the septic is to be placed on that property.  Currently, no plan for the septic has been submitted to the CEO.  Construction on the property has not yet begun, only the foundation is complete.  

Dan Howard, Comprehensive Plan Committee Chairperson, stated that a draft of the Comprehensive Plan would be ready soon.  He would like to schedule a joint meeting with the Village and the Town.  Supervisor Izzo stated that November 14th is a good date.  The draft will be given to the Board before that date.

Supervisor Izzo stated that he received a draft of the Sub-Division Regulations.  They will be forwarded to Michael Sterthous for his review.  The Board will need to review also before a public hearing is scheduled.  

Dan Howard stated he sent a letter to Senator Seward regarding Garrison’s sub-division to try to help it along.  

Councilman O’Connor stated that there is an environmental meeting tomorrow night at 5 pm at the Auto Parts Store on West Bridge Street.

Councilman Leggio spoke about the Ski Program.  Sign up will be soon, first week in November.  This will be Hunter Mountain’s 44th year with the Ski Program.  The School District is starting their own Ski Program that duplicates the Town’s.    

A question was raised if the road will be open to Hunter Mountain.  No one is actually sure when the road will open.

Supervisor Izzo stated that November’s meeting will be held on November 8th and the Committee meeting will be held on November 15th.  

Motion to adjourn to go into executive session was made by Councilman Antonelli and seconded by Councilman Hanusik.  

The meeting adjourned at 7:40 pm.
