Supervisor Izzo opened the meeting with a moment of Silent Prayer and the Pledge of Allegiance.
Supervisor Izzo reviewed the Monthly Town Board minutes from August as well as the Town Board’s Committee Meeting.

Greene County Planning Board Meeting Notice, September 20th, 6:30 pm
Letter from Alexander (Sandy) Mathis, Executive Director, Greene County IDA, regarding an upcoming Community Open House that the IDA is sponsoring on Tuesday, September 26th at the Coxsackie Village Hall, 7:00 pm.
Letter from Thomas Yandeau, Greene County Dept. of the Aging, in regards to their 6-month service report for 2006.
Copy of letter sent to Delia Cross, Palenville, NY from NYS Dept of Environmental Conservation, regarding stream stabilization along Kaaterskill Creek. Permit given to Delia Cross to place heavy stone rip-rap along the stream bank to stabilize the shoreline and help prevent further damage to the property.
Conduit artist project request from Kay Stamer for artist Jason Schneider. Mr. Schneider spoke about his artwork for this grant. It will be a photographic display of Victorian Homes, around 25, that encompass the Village and Town. He is hoping to have the opening at the Beattie Powers House.
Supervisor Izzo stated that the form has been completed and he needs the Board’s approval. The recommendation was made by Councilman Antonelli and seconded by Councilman Hanusik, O’Connor and Leggio. All were in favor and the motion was carried. The application will be forwarded to Kay Stamer.
Letter from Anthony Campagiorni, President of the Hudson Valley Economic Development Corporation, looking for shovel ready building sites for business expansion or relocation. They would like to identify and market shovel ready building sites.
Letter from Shannon Woods, Staff Attorney of the Legal Aid Society, stating October is Domestic Violence Awareness Month, and there will be a Battle of the Bands on Sunday October 15 at the Point to benefit the Columbia-Greene Domestic Violence Program.
Columbia- Greene Chili Cook-Off at the Stewart House, Sunday October 1 from 12 noon to 5 pm. Supervisor Izzo will be a judge.
Mr. Hans Perkal, who is in the process of purchasing Irving School, discussed with the Board a problem on his part in regards to the easements not being part of the deed. Supevisor Izzo stated that after the contract was signed, the easements would be negotiated, however, the agreement with the easements has been already settled, and at the closing, the agreement would be signed.
Mr. Perkal wanted to sign the contract with the easements attached. What was decided, is that Mr. Perkal will sign the contract to buy the building and the Board will sign the easements at the same time (separate agreement) and then the closing will take place.
Supervisor Izzo presented the Town Clerk via the Deputy and the Board the Tentative 2007 Budget along with a summary. He spoke about the tax rate for 2007, which will change less than 1%. The Village tax rate does not change. When adding the College charge backs, the change in the budget is a -1.34% and the Village change is 6% or .11 cents. Without the college charge backs the change in the Town budget is about .03 cents/1000 and the change with the college charge backs is a -.07cents/1000, for the Village it is the same, with the college charge backs it is a -.11%/1000. Expenses increased 16% and revenue increased 24% and the assessed value increased 2.72%.
The budget includes the ALS contract for $320,000 as well as the increase in healthcare due to the contract with the Ambulance.
In essence, the budget is not changing before it goes before the Board for review.
The budget will be placed on our website. There will be two budget meetings scheduled in October and a public hearing will be scheduled in November before ratification of the 2007 budget.
Supervisor Izzo thanked Sandy Micevcis, Comptroller, for being a great help with this budget.
The Supervisor asked the Board if they had anything to say. Councilman Leggio asked if we could speak with the State regarding the college charge back for the Fashion Institute for Technology since they receive more money than any other college charge back we had.
Councilman Leggio stated there was a letter from the Department of Health in regards to Garrison’s sub division. He stated that the Agency is requesting more information, however the letter was more than 6 months old.
Dan Howard, Co-Chairman of the Comprehensive Planning Committee, stated that they received a copy of the sub-division regulations and that there is a special meeting next week (Planning Board) to discuss before presenting to the Board.
After the Board reviews the plan, a public hearing will be scheduled.
Councilman Leggio stated that the carpet upstairs will be laid down in about 2 weeks. There is no change in the layout in regards to who will inhabit which office.
Motion to adjourn the meeting was made by Councilman Antonelli and seconded by Councilman Leggio. Meeting ended at 7:35 pm.
