Supervisor Izzo opened the meeting with a moment of silent prayer and the Pledge of Allegiance.
NEW BUSINESS:
Scott Dutton, of Scott Dutton Associates was unable to attend to give his presentation. He will be attending the March Town Board Meeting.
The Town of Catskill had the closing today with regards to the Building on West Bridge Street which will be the future home of the Catskill Ambulance, as per Attorney James Wagman.
Supervisor Izzo announced that the Town could now use HSBC Bank for any future banking, the bank was just granted a charter to handle municipal accounts.
Councilman O’Connor, presented pictures and photos regarding the purchase of a tanker truck for Landfill use only.
Councilman Leggio announced that Scott Dutton & Associates is preparing the bid for the renovations to the front entrance of Town Hall.
Councilman Leggio also announced that ads for the RFP’s for the Five Mile Wood Park Project were placed in the newspaper.
Councilman Leggio announced that the Town should give homeowners an incentive for make improvements to their homes and not penalized with higher assessments. We could pro-rate the increase in assessment over a three or five year period.
Dan Howard said he would like to seek a grant for Historic Preservation for data collection on Buildings & Homes in Catskill and he will be speaking to Steve Kirk.
Supervisor Izzo, stated we need to present a new site plan to the Village regarding the renovations to the New Ambulance Building on West Bridge Street.
Linda Speckman, Code Enforcement Officer for the Town, stated someone has inquired about having a Rock Concert in Catskill . She is looking into this regarding a Mass Gathering Law and with the Department of Health.
CORRESPONDENCE:
Letter from Matthew T. Smullen of Erdman, Anthony & Associates, Inc. in regards to
Culvert replacement on Pennsylvania Avenue over the Kaaterskill Creek. Supervisor Izzo states that we need a motion to authorize Supervisor Beers to contact Erdman, Anthony & Associates to get started.

WHEREAS, Experience Works (Green Thumb Program), is an agency for the placement of seniors for part-time employment in the work place, and
WHEREAS, the Town of Catskill is fortunate enough to have Ethel Kugler, as our Green Thumb employee, so
THEREFORE BE IT RESOLVED, the Town of Catskill is donating $300.00 toward the training of potential senior, for Experience Works.

COUNTY PLANNING BOARD.

WHEREAS, Francis McDonald, of the Town of Catskill, is retiring as a member from the Greene County Planning Board , as of March 2007, so
THEREFORE, the Catskill Town Board, nominates Eva Walczak Atwood, to fill the appointment for a 3 year term to the Greene County Planning Board.

RESOLUTION # 16-2007 AMENDING THE OFFICIAL DEPOSITORY OF
TOWN OF CATSKILL.

WHEREAS, the Town Board would like to amend the Town of Catskill list’s of official depository by adding HSBC as an official depository for the Town of Catskill’s funds, so
THEREFORE WE, the Catskill Town Board hereby amend the Towns Re-Organizational Meeting of 2007 to add HSBC as an official depository for the Town of Catskill.

RESOLUTION # 17-2007 PASS LOW INCOME SENIOR
CITIZEN & LOW INCOME
DISABILITY TAX EXEMPTION
Councilman Antonelli , presented the following for consideration and adoption,
WHEREAS, the Catskill Town Board will hold a Public Hearing on February 6th, 2007,
at 6:00 p.m., to hear public comment concerning the increasing of the Town of Catskill’s Low Income Senior Citizen & Low Income Disability Tax exemption maximum limit sliding scale from $18,000.00 to $26,399.99, and
WHEREAS, pursuant to Section 467 of the Real Property Tax Law and continue to include the provisions of “sliding scale: pursuant to Paragraph 1(b) (1) of said Section 467 and on proposition of whether or not the Town of Catskill should adopt a resolution adopting the Provisions of Real Property Tax Law Section 467 Paragraph 1 (b) (2) and
1 (b) (3) known as the “Sliding Scale” option regarding senior citizen tax exemption, and
WHEREAS, the proposed increase to the Town of Catskill’s Low Income Senior Citizen and Low Income Disability Tax Exemption maximum limit sliding scale from a maximum income limit of $26,399.99 to $18,000.00, is as follows:

Councilman Antonelli , presented the following for consideration and adoption,
WHEREAS, the Town of Catskill received one bid for the purchase of a new ambulance from North East Rescue Vehicles in the amount of $52,493.00, so
THEREFORE WE, the Catskill Town Board hereby authorized the purchase of the ambulance from North East Rescue Vehicles at the bid price of $52.493.00, subject to review by the Town attorney.

WHEREAS, the Town of Catskill Code Enforcement Office has an Order to Remedy outstanding on this property due to junk accumulation with no corrections being made, so
THEREFORE WE, the Catskill Town Board hereby approve and set a public hearing, pursuant to Chapter 115 of the Town of Catskill Code concerning this matter on March 6, 2007 at 5:30 pm at Catskill Town Hall, 439 Main Street, Catskill, NY 12414.

RESOLUTION # 26-2007 USE OF VOTING MACHINES FOR SPECIAL
DISTRICT VOTE AT CATSKILL CENTRAL SCHOOL.
Councilmen Antonelli & O’Connor, presented the following for consideration and adoption.
WHEREAS, the Catskill Central School District is having a special vote on Tuesday, March 13th, 2007 from 6:00 A.M. to 9:00 P.M., for a Capitol Project on Excel Aid, so
WE THEREFORE RESOLVE, to authorize the use of three (3) voting machines by the School District, for the aforementioned voting.

RESOLUTION # 27-2007 TOWN HIGHWAY TO PURCHASE USED TANK TRUCK FOR LANDFILL USE.
Councilman O’Connor, presented the following for consideration and adoption.
WHEREAS, the Town of Catskill Highway Department is in need of tank truck to replace the 1976 tank one that is now being used, and
WHEREAS, the Town Highway Superintendent has located one used 1988 Ford Tank truck, from Joseph Hamman, 2730 W. Lydius St., Schenectady, NY 12506, for a price of $13, 500.00.
WE THEREFORE RESOLVE, to approve the purchase of the used tank truck.

David Infantino addressed the Town Board requesting a change to Zoning by Catskill Self Storage to put in a car wash, and possible retail use. Supervisor Izzo states this would have to go before the Planning Board, for an opinion and he would send them a letter.. Mr. Infantino states that they will go ahead with proposal to Planning Board.
Supervisor Izzo announced that he would not be seeking re-election for Supervisor for next year.
Motion to adjourn was made by Councilman Antonelli, seconded by Councilman O’Connor.
