Supervisor Izzo, opened the meeting with a moment of silent prayer and the Pledge of Allegiance.
There are a few informational items:
On Thursday, June 22nd, 2006 @ 7:00 PM, at the Washington Irving Sr. Center, a meeting will be held in regard to the minimum standards for administration and code enforcement of the NYS Uniform Fire Prevention & Building Code, that have been revised effective January 1st, 2007. All Municipalities need to review their local law for compliance with the new requirements. Mark Anderson, the regional representative for the Department of State will conduct a seminar, and a copy of a model local law will be provided. Building permit fee structure based on square footage will also be discussed. All Elected Officials and Code Enforcement Officers are encouraged to attend this free seminar.
Memo from Forest Cotten, Village of Catskill Trustee, in regards to the County Sales Tax sharing meeting being rescheduled to July 10th, 2006, at 5 pm, at the County office building at the request of the County Legislators.

RESOLUTION # 61-2006 SCHEDULE PUBLIC HEARING FOR
FRANCHISE AGREEMENT BETWEEN
MID-HUDSON CABLEVISION, INC. &
THE TOWN OF CATSKILL.
Councilman Joseph Hanusik, presented the following for consideration and adoption,
WHEREAS, the Town board wishes to finalize a 15 year renewal agreement for the cable franchise agreement with Mid-Hudson Cablevision, Inc., so
THEREFORE WE, the Catskill Town Board will schedule a Public Hearing, for July 5th, 2006, at 6:30 pm, on the renewal of the franchise agreement between Mid-Hudson Cablevision, Inc. and the Town of Catskill, and to take public comment on this renewal agreement.
Councilman Robert Antonelli, seconded this motion.

We need a resolution, for the Administrators position, that we had discussed, we need a motion to authorize the Town Clerk to make notice for the job description and notice for the job Administrators position.
RESOLUTION # 63-2006 Advertise for Town Administrator Position
Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, the Town of Catskill is seeing and anticipating greater demand for Town Services, so
THEREFORE, the Catskill Town Board sees the need for a full-time person to oversee Town functions at the direction of the Catskill Town Board, so
WE THEREFORE RESOLVE, to advertise for the position of Town Administrator, for the Town of Catskill.
Councilman Leggio ,seconded the motion.
Ayes 4, Nays 1, (Supervisor Izzo) Absent 0, Motion Carried.
Councilman O’ Connor asked about the salary, and Supervisor, said the advertisement would not mention the salary, but the range is between $38,001 and $58,001 and the mid-point is $47,501.
Then we need a resolution for the purchase and installation of the carpet for Town Hall, this bid is under the State contract price, it is for the carpet and tile, all fire resistant and meets all State codes. The new carpet will be easier to clean, and most of the carpet we have now is over 10 years old.
RESOLUTION # 62-2006 BID AWARDED FOR CARPETING AT TOWN HALL
Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, Town Hall will be undergoing renovations, and carpeting will need to be installed on the second floor, and replaced on the first floor, and
WHEREAS, the Town Board under State Contract received a quote from Landmark Flooring Concepts, Inc., so
WE THEREFORE RESOLVE, to award the carpeting installation to Landmark Flooring Concepts, Inc., in the amount of $44,214.49, per the State Bid Contract.
Councilman Hanusik, seconded this motion.

Councilman O’Connor, asked about the work going over budget, and the Supervisor said we have enough money for the project, with this bid. We will go over the $80,000 that was projected, probably it will be about $125,000. We have the new air condition and heating system that are more energy efficient. The outside walls on either side of building have been insulated, the fire system also has been updated and the whole building will be getting a new phone system. We also used the $10,000 that we had from the energy grant money for the new windows. Mrs Young, asked about the public restroom, and yes that is going to be remolded also, along with the side walks in front of Town Hall.
Senator Schumer will be at the Catskill Fire Dept., on Central Ave., on Friday, June 23, 2006 at 12:45pm, to promote availability of grants to local fire departments under Home Land Security, Councilmen Hanusik and Leggio will try and attend.

CORRESPONDENCE:
Greene County Planning Board Meeting Notice, scheduled for June 21, 2006 at 6:30 pm., tonight.
Letter from Matt Leibowitz in regards to the Town’s Compliance regarding NIMS (National Incident Management System). This is from the Federal Government, this is the NIMS training requirement, the President ordered the implementation of the National Incident Management System, by September 20th, 2006, benchmarks. Since NYS has adopted a “self certification” process, each municipality will be responsible for ensuring the compliance of their own jurisdiction. The Town of Catskill is required to make sure that the following areas meet the requirements: 1) Catskill Town Board, 2) Highway Dept., 3) Palenville Fire Dept., 4) Palenville Fire District, 5) Kiskatom fire Dept., 6) Kiskatom fire District, 7) Leeds Hose Co., 8) Catskill Ambulance Service, If any one of these agencies do
not comply, then the whole Town is not in compliance, and can lose the ability to receive grants. A resolution must be passed by September 6, saying we are compliant and will follow the system. Matt Leibowitz, the Ambulance Administrator, is taking a class to become a instructor for the courses that have to be taken by all involved. The courses are on line, and can be taken there directly. Anytime there is a incident the County paper work has to be filled out and reported. The Town has no choice but to comply. Home Land Security is in charge of having done in all areas, and the Town of Catskill will comply.
Thank you letter to Bill Wootton, Bill Spence and Anthony, from the Catskill Cemetery crew, from Donna Wheat in regards to removing a large tree in the back of her home and for not ruining her lawn.
Letters from several seniors, in regard to what a great job Anne Marie is doing at the Senior Center. Mrs. Young, complimented the Board, as she never thought that it would be as great as it is, people are there all the time, and for some it is the only place they see other people. Mrs. Young, also said that the Center is an asset to the community, and that Anne Marie does a wonderful job also.
Letter from Donna Davis, from the Mt. A.M. E Zion Church in regards to setting up a meeting to discuss a celebratory occasion of Dr. Martin Luther King’s legacy. This would be the first ever to chose from the community various people that fit the criteria and likeness of his ministry. Supervisor Izzo, will be contacting the Rev. Richard Turpin and Ms. Donna Davis, that the Town is willing to meet to discuss this matter.
On Wednesday, June 28th, at 12:30 pm, at the Thruway Building off of Exit 23, some of the Board members, will meet with representatives to discuss the possibility of a second exit on the Thruway.
Annual well test results from Barton & Loguidice, P.C., for the Floyd Ward, property on Cauterskill Rd., every thing has come back fine, and Mr. Ward has been notified.
REPORTS:
Town of Catskill Comptroller’s Cash Report for May 2006
Supervisor Izzo, announced at this time the Board would be going into executive session to discuss the Ambulance negotiations that are now going on with the Union regarding the Ambulance contract.
Councilman Leggio, spoke about the water coming down N. Jefferson Ave., looks like a river by the Little Red Schoolhouse, the apartments and old Doctors offices. This is in regard to the Greene Medical Arts/Nursing Home water problem on Snake Road, that the residents have.
Supervisor Izzo, said he is waiting for more information on the Underhill Road/Delaware Turnpike, whether that portion was ever a Town Rd., the other owner is doing more research and will get back to us.
Councilman Leggio, spoke about some blacktop patching on Cemetery Rd., by Birchwood Park, and Councilman Hanusik said he spoke to Alfie, and that they do that every year. Mr. Leggio, said people have complained to him about Fyke Rd., not getting repaired because of all the trucks, Councilman Hanusik, said that when Peckham had the blacktop plant down there, they did do patching on Fyke Rd., the plant is not there now. Supervisor Izzo, at this time asked Mr. Hanusik to schedule a Highway Committee meeting and he said that he would.
With nothing else Councilman Leggio, made motion to go into executive session, and was seconded by Councilman Antonelli at 7:40 PM.
