Government Operations Meeting

Supervisor Markou opened the meeting. He stated the first item on the agenda, meeting with Babe Ruth, has been postponed per their request. They would like to meet on April 15th as they are currently undergoing registration and fund raising. Supervisor Markou stated after the last meeting we had requested that they be here to hear their side of the story. Supervisor Markou, about an hour before the meeting, had a conversation with a member of the Babe Ruth League and he indicated his displeasure at still not having an insurance certificate. As far as the Supervisor is concerned, they are in direct violation of their lease.
Councilman O’Connor stated that since they sent the letter requesting postponement, to send a letter tomorrow stating they need to attend the next Government Operations meeting, which is March 18th, and they need to produce their insurance policy at that meeting.
Councilman Smith wanted to know if the Town is covered. Councilman O’Connor believes that since we have not received the policy, they have no insurance.
Councilman Antonelli stated to be blunter in the letter. State, if they don’t come to the meeting with a copy of the insurance policy, their lease will be terminated.
Supervisor Markou will send an email to Babe Ruth regarding the above.
Dana Hanusik, a trustee of the Babe Ruth League, arrived at the meeting. Supervisor Markou stated to have him to have a representative of the Babe Ruth League attend the next Gov’t Ops meeting with a copy of the insurance policy in hand.
Mr. Hanusik, as trustee, and for the benefit of the kids, suggested to the Board if the situation is not working and can’t work, that the Town take over the field and schedule the games.
Supervisor Markou mentioned the Proclamations he asked the Board to sign. This is by request of the MLK Committee.
Supervisor Markou addressed the LENS program. This is a recommendation from the Highway Audit. Supervisor Markou would like to extend this to all Town employees who drive a town vehicle so we know of any license suspensions/revocations.
Supervisor Markou spoke about the annexation of property for Birchez Associates. He has alerted Mike Sterthous. A petition has been received by the Assessor. Supervisor Markou stated he told her to send it to Mike Sterthous so that the Town can follow the law.
Supervisor Markou spoke about the Federal poverty guidelines. He would like to establish a policy for those who are on a fixed income from social security and can’t pay the balance of an ambulance bill.
Councilman Antonelli stated the people have to be billed but the Town is soft billing. He stated Ronni needs to write a procedure about how to write off ambulance bills.
Supervisor Markou spoke about the stimulus update. He met with John Brust. There is talk about putting together a package with the Village, Town, IDA and Delaware Engineering regarding Leeds/Jefferson Heights water/sewer issue. There are two projects at hand. There is the Leeds project with a stand alone wastewater plant or come through Jefferson Heights and hook up with the Village.
Councilman O’Connor stated that the County will blacktop Jefferson Heights next year. That is part of the stimulus plan.
Supervisor Markou stated they want to put together a package pretty quickly. He stated that Cementon has been approved under the clean water. There is indication that it will be a 50% grant.
Supervisor Markou stated the annual Supervisor’s report for 2008 has been filed with the State Comptroller and is on file with the Town Clerk.
Supervisor Markou asked for a motion to enter into executive session to discuss a personal issue. Motion was made by Councilman Antonelli and seconded by Councilman Smith. Executive session began at 5:36 pm.

Supervisor Markou asked for a motion to exit executive session and adjourn the meeting. Motion was made by Councilman Antonelli and seconded by Councilman Smith to end the meeting. The meeting ended at 7:00 pm.
