Budget Workshop Meeting II

Supervisor Markou opened the budget workshop meeting. He stated they received a true figure for worker’s compensation from the County. He stated it was higher than what the Town originally thought. It was another $10,000. It was reallocated and there was no change.
Sandy stated there was a $10,000 increase than what we thought it would be. She stated she was told it was going to be $30,000 but the final figure shows $40,000 increase over the last year. She increased worker’s compensation in the general fund and increased the general revenue cemetery charges each $5,000. The Highway worker’s compensation by $5,000 and increased the Highway revenue for CHIPS fund $5,000. The expenses offset the revenue. There was no change to the tax rate.
Supervisor Markou stated most of the worker’s compensation claims came from the Highway department. He stated the Ambulance department also had claims. He stated at the next meeting, a request will be discussed from the Ambulance Administrator to buy a larger gurney. He is afraid someone will fall off and get hurt. This is to buy one gurney with a cost of $7,000.
Supervisor Markou asked Sandy if there was anything else in the budget that the Board needed to note. She stated we are all set. She stated all the departments have done a good job with keeping their payrolls and expenses at bay. Supervisor Markou stated for 2009 all the departments have stayed within their budgets and some of them significantly so.
Supervisor Markou noted Councilman O’Connor’s comment regarding paying in installments for the Community Center and for HOCA.
Councilman Antonelli stated that the programs cannot be supported constantly but now is not the time to take away funding for the kids. They don’t have much. All they have is a soccer club that has been struggling since he has been on the Board and a Community Center that went under but has now started to progress with the Town’s help.
Councilman O’Connor stated the Village taxpayers pay to support the Community Center too.
Councilman Antonelli stated it is the same with the Senior Center. They (the seniors) had nothing and now they have a center. Councilman O’Connor agreed that we should support our seniors and our young people. He also believes that the seniors should go to their respective Town Boards and asking for tax money to come into Catskill to help them.
Councilman Antonelli feels that would be difficult because there are many seniors who belong to other communities clubs.
As an aside, Councilman Antonelli stated that Ann Marie wanted to make sure it is ok that the Community Center host the Thanksgiving Day dinner again. The Board was in agreement that it would be fine.
With no further discussion, the 2010 Tentative budget, upon the following resolution became the 2010 Preliminary budget and a resolution was made to have a public hearing.
RESOLUTION #118-2009 SCHEDULE A PUBLIC HEARING FOR
THE PRELIMINARY 2010 BUDGET
Councilman Antonelli presented the following for consideration and adoption,
WHEREAS, the Catskill Town Board has approved the Tentative Budget as the Preliminary Budget for 2010, and
WHEREAS, the Catskill Town Board wishes to schedule a Public Hearing on the Preliminary Budget, so
THEREFORE WE, the Catskill Town Board resolve to hold a Public Hearing on the 2010 Preliminary Budget on Tuesday, November 3, 2009 at 5:45 pm at Catskill Town Hall, 439-441 Main Street, Catskill, NY to hear comments and concerns regarding the aforementioned budget.
Councilman Smith seconded this motion.
Ayes 5, Nays 0, Absent 0 Motion Carried
With no further business a motion to adjourn was made by Councilman Antonelli and seconded by Councilman O’Connor and Walsh. Meeting ended 7:09 pm.
