Supervisor Markou opened the meeting with a moment of silent prayer and the Pledge of Allegiance.
He discussed new business and the following resolutions were made:
RESOLUTION #1-2008 2008 MUNICIPAL CONSULTING
AGREEMENT-CLOUGH, HARBOUR & ASSOCIATES LLP
Councilman Antonelli presented the following for consideration and adoption,
WHEREAS, the Town of Catskill wishes to have a consulting agreement for engineering services for 2008, so
THEREFORE WE, the Catskill Town Board authorize the Town Supervisor to sign a Municipal Consulting Agreement for Engineering Services with Clough, Harbour & Associates LLP, for the calendar year 2008.
Councilman O’Connor seconded this motion.
Ayes 5, Nays 0, Absent 0 Motion Carried
Clough Harbour has been the Town’s engineering firm in the past. The rate schedule developed in the agreement is lower than their normal charge-out rate schedule and the invoices will reflect actual costs expended only. Work will only commence with the authorization from the Town.
Supervisor Markou stated an amendment was to be made to James Wagman’s appointment since compensation was omitted.
RESOLUTION #2-2008 AMENDMENT OF TOWN ATTORNEY
APPOINTMENT 2008
Councilman O’Connor presented the following for consideration and adoption,
WHEREAS, the Town of Catskill has appointed James Wagman to be the Town Attorney for 2008 in the re-organizational meeting, and
WHEREAS, his salary will be $7,500.00, so
THEREFORE WE, the Catskill Town Board, appoint James Wagman to be the Town Attorney at an annual salary of $7,500.00 for the year 2008.
Councilman Antonelli seconded this motion.

RESOLUTION #3-2008 APPOINTMENT TO THE
CATSKILL EDUCATIONAL
FOUNDATION BOARD OF
DIRECTORS
Councilman O’Connor presented the following for consideration and adoption,
WHEREAS, the Town of Catskill appoints a representative from the Town to the Catskill Educational Foundation Board of Directors, and
WHEREAS, Councilman Antonelli has been a member of this Board, so
THEREFORE WE, the Catskill Town Board reappoint Councilman Antonelli to be a member of this Board.
Councilman Walsh seconded this motion.

RESOLUTION #4-2008 APPOINTMENT OF VOTING DELEGATE AND ALTERNATE TO ASSOCIATION OF TOWNS
IN NEW YORK CITY 2008
Councilman Walsh presented the following for consideration and adoption,
WHEREAS, in order to establish eligibility and credentials to vote at the annual Association of Towns 2008 Business Section in February of 2008 in New York City, and
WHEREAS, the voting delegate will be Supervisor Markou as specified in the re-organizational meeting of 2008, and
WHEREAS, Robert Antonelli will be named alternate, so
THEREFORE WE, the Catskill Town Board resolve to appoint Supervisor Markou as delegate and Councilman Robert Antonelli as alternate.
Councilman O’Connor seconded this motion.

RESOLUTION #5-2008 CITATION ISSUED FOR JUNK
D’ANGELO, 257 VEDDER RD,
CATSKILL, NY
Councilman Antonelli presented the following for consideration and adoption,
WHEREAS, existing violations of the Code of the Town of Catskill-JUNK, Chapter 115, Article 2, Section 115-19, exist at 257 Vedder Road, Catskill, NY, tax map #138.00-8-9, and
WHEREAS, orders to remedy #203-2007 and #215-2007 were issued by the Code Enforcement Office and have not been complied with, and
WHEREAS, there was a Public Hearing #1-2008, held on January 2, 2008 at 6:00 pm at Catskill Town Hall, 439-441 Main Street, Catskill NY on the aforementioned manner, and
WHEREAS, if the violations are not remedied by January 8, 2008, the Code Enforcement Office will issue a citation, so
THEREFORE WE, the Catskill Town Board authorize the Code Enforcement Office to issue a citation on January 9, 2008 if the offenses are not remedied.
Councilman Walsh seconded this motion.

Supervisor Markou stated that he received a phone call from Congresswoman Gillibrand’s office who stated they were able to get a grant in the amount of $223,616 for the Palenville Fire Department for vehicle acquisition.
He was also advised that there will be anther appropriation round and they are looking for proposals.

Resolution # 470-07 Approving reimbursement to Community College
(Catskill’s share $1,427)
Resolution #471-08 Authorizing chargeback’s of election services and

Resolution #473-07 Authorizing costs incurred under unsafe building law be added to assessment roll for Town of
Catskill
Resolution # 474-07 Authorizing delinquent water, sewer, sidewalk, junk yard and court fine charges be added to assessment roll (Cementon sewer $8.924.40)

Supervisor Izzo reviewed the Correspondence:
Fax letter from Time Warner Cable with regards to programming additions and Changes which will be effective December & January and notification that the Discovery Times Channel will be renamed Investigation Discovery effective January 2, 2008.
Letter from Time Warner Cable announcing their 19th annual Time Warner Cable National Teacher Awards. Also letter regarding channel drops.
HOCA Quarterly report for July through September 2007.
Letter from Young, Sommer…LLC regarding the site investigation or Erosion related condition on the East side of the Blenner Home at 29 Snake Road.
Letter from Frank Algozzine from Greene County Real Property Tax Service with regards to 2008 Senior Citizen & Disabled Tax Exemptions.
Letter from New York State Office of Parks, Recreation and Historic Preservation regretting to inform us that the Towns application that we submitted has not been selected for funding.
Letter from the Army Corps of Engineers regarding Permit Application for property on Cairo Junction Road.
Notification of grant award in the amount of $1,000 from Twin Counties Cultural Fund for a film project on local WWII veterans. The Project Director or Sponsored Artist is Cindy Putorti.
Meeting notice from Hudson River Valley Greenway. Next meeting January 16, 2008 at the Henry Wallace Center at the Roosevelt National Historic Site.
Invitation from the New York State Department of Transportation regarding a Safe Routes to School Program Workshop on Thursday, January 24, 2008 at 10 am at the Crossings of Colonie. Supervisor Markou will be attending.
Supervisor Markou reviewed the reports.
Supervisor Markou asked if Dan Howard had anything to say. He stated that the
NYS Parks and Recreation Historic Preservation are asking for a Phase 1Archealogical site for Kaaterskill Manor. He will be speaking with Mike Sterthous tomorrow.
Linda Speckman, Code Enforcement Office, gave a short synopsis of the last year’s productivity.
Supervisor Markou asked if the Board if they had anything to say. Councilman O’Connor stated that the Town’s law needs to be stricter in regards to being able to enforce Code Enforcement violations. He also stated that he would like the subdivision law reviewed. He would like to adjust minor subdivisions to make it easier for applicants. He specifically states that families who want to give a piece of their property to children, it should be easier. He also wants the noise ordinance law changed before Memorial Day. He specifically noted the residents of the Kiskatom area and the trouble they have been having with their neighbors.
Councilman Walsh at this time did not have anything specific to mention.
Councilman Antonelli addressed the noise ordinance and stated they attorney’s have been involved in that, if Supervisor Markou has any questions. He also stated that when the renovations were completed in Town Hall, he forgot to have the stairs in the foyer of Town Hall replaced and he would like to have that done now.
RESOLUTION #6-2008 REPLACE CARPETING FOYER
STAIRCASE
Councilman O’Connor presented the following for consideration and adoption,
WHEREAS, Town Hall has undergone renovation and new carpeting has been installed on the first and second floor, and
WHEREAS, the Town Board under State Contract received a quote from Landmark Flooring Concepts, Inc., so
THEREFORE WE, the Catskill Town Board, authorize carpet installation for the foyer staircase by Landmark Flooring Concepts, Inc. in the amount of $2,606.50 per the State bid contract.
Councilman Walsh seconded this motion.

Councilman Antonelli also recommended that the Board and Department Heads meet quarterly if not monthly to squash any problems or if there are any concerns to be dealt with.
RESOLUTION #7-2008 TO MEET WITH DEPARTMENT
HEADS TOWN OF CATSKILL
Councilman Antonelli presented the following for consideration and adoption,
WHEREAS, the Board would like to meet with Department Heads for the Town of Catskill to establish a better line of communication, and
WHEREAS, this will be done on a quarterly or as needed basis, so
THEREFORE WE, the Catskill Town Board will meet with Department heads every three (3) months or as needed,
Councilman O’Connor seconded this motion.

Councilman Smith expressed his pleasure being the new member of the Board and at this time he has no request yet but in the future he is looking forward to providing input.
Supervisor Markou welcomed him to the Board.
Supervisor Markou asked if anyone from the public would like to address the Board.
Gary Kistinger asked the Board move forward with the Joint Comprehensive Plan. He is concerned with large development.
Councilman Antonelli stated a public hearing was held in December regarding this and it was poorly attended. He stated that at that time Supervisor Izzo recommended that another public hearing be held.
Supervisor Markou concurred.
RESOLUTION #8-2008 SCHEDULE PUBLIC HEARING
ON THE JOINT COMPREHENSIVE PLAN
Councilman Antonelli presented the following for consideration and adoption,
WHEREAS, the Catskill Town Board has received a draft Comprehensive Plan from the Town/Village Joint Comprehensive Plan Committee, and
WHEREAS, the Town of Catskill has held a Public Hearing on this plan on December 18, 2007 at 6:00 pm where attendance was limited, and
WHEREAS, the Town Board would like hold a second Public Hearing, so
THEREFORE WE, the Catskill Town Board hereby set a public hearing as set forth by Town Law, Section 272 (a), subsection 6c concerning this matter on January 16, 2008 at 5:00 pm at Catskill Town Hall, 439-441 Main Street, Catskill NY.
Councilman Walsh seconded this motion.

A gentleman (Harry) from Kiskatom asked if the Board has received other Town’s information regarding their noise ordinance.
Councilman O’Connor stated he believes there is a commitment from the Board.
Motion to adjourn from the meeting made by Councilman Antonelli and seconded by Councilman Walsh. Meeting ended 6:56 pm.
