Supervisor Izzo, opened the meeting with a moment of silent prayer, also since today is December 7th, Supervisor ask for a prayer for all the men and women in the Armed Forces and the civilians who lost their lives on the attack on Pearl Harbor, and the Pledge of Allegiance to the flag.

Resolution #91-2004 ADOPTION OF PRELIMINARY BUDGET AS THE ANNUAL 2005 BUDGET.

Resolution #92-2004 RE-APPOINTMENT TO ZONING BOARD
Supervisor Joseph Izzo , presented the following for consideration and adoption,
WHEREAS, Dr. Robert Jacobson‘s, term of office on the Town of Catskill Zoning Board of Appeals will expire December 31st, 2004, and
WHEREAS, the Chairman of the Zoning Board has recommended that Dr. Jacobson, be re-appointed as a member of the Town of Catskill Zoning Board of Appeals, and
WHEREAS, Dr. Jacobson has expressed a interest in being re-appointed as a member of the Town of Catskill Zoning Board of Appeals, so
WE THEREFORE RESOLVE, to re-appoint Dr. Robert Jacobson, to the Town of Catskill Zoning Board of Appeals, to a term to expiring December 31st, 2010.

(Chargebacks for Spring & Fall 2004 semesters for Catskill is $36,890.90)
CORRESPONDENCE:
Copy of a letter from NYSDEC, approving a Freshwater Wetlands Permit, to Eric and Christine Huber, 263 Easy St., Catskill, NY. The permit has been granted with some special conditions included in the permit.
Copy of an email from resident, regarding junk on a property on Five Mile Woods Rd. Mr. DelVecchio, has responded back to Ms. Feane, with a E mail and a visit to the property about what is going on.
Letter with attachment from Sandy Mathes, of the Greene Co. IDA, regarding an RFP that was advertised for Greene County Building Reuse and Market Analysis Plan. This is about 10 to 12 historic buildings, Dan Howard of the Town of Catskill Planning Board, said that we would like the Town Board to look in to this and Supervisor Izzo, said that the Board could do that, the first would be the old Irving School Building, and the Catholic Church (St. Marys, in Cementon).
Letter from Therese McGee Ward, Executive Director, Greene County Youth Bureau, asking the Town to recommend an individual, who would be willing to serve on the Greene County Children, Youth and Family Advisory Board.
Announcement from Hudson River Valley Greenway, on the “Paddle America’s Historic Hudson River”, to be held July 8th to July 17, 2005, from Albany to New York City.
Correspondence from Praetorius and Conrad, PC, on November 10, 2004, regarding the progress of the Pump Station Replacement Contractor, in completing the work.
Followup letter from Praetorius and Conrad, dated November 19, 2004, in response to Sunrise Enterprises letter.
Letter from Dan Vincelette, of Tuczinski, Cavalier, Burstein & Collura, regarding the legal paperwork for the closing on the Washington Irving School property, which will occur on Wednesday, December 10th, 2004, at 10 am, at the Catskill Central School District.(this was to take place on 12/01/2004 but was rescheduled)

Bid request from the Town of Catskill for Design and Construction Services for the Catskill Government Center, due January 15, 2005.
Town of Catskill RFP’s for the Sale of the Historic Irving School Building. So we will be looking at 2 proposals, 1) to develop into a community center, or 2) sell the the building with the exclusion of what the Town is making the Senior Comm. Center. Councilman Leggio, asked about the advertising, and the Supervisor said the advertising would be going out, he will be asking Steve Kirk, to advertise it thru the WEB site, and also advertise it thru local papers, the Clerk will get information from Mr. Kirk, to put ad in papers. Supervisor Izzo, said that their was some individuals who were interested in purchasing the building.
Construction Documents Phase Summary, submitted to the Town Board from Scott Dutton Associates, Architects, for the proposed Senior Citizens Center
Correspondence from Time Warner Cable, announcing a rate adjustment, effective as of January 01, 2005. (Rate change attached)
Letter from Village President Forest Cotton, in regard to a Draft MOU for the Joint Comprehensive Plan for the Town and Village of Catskill. The only thing that needs to be done is for the Board to come up with a budget and then we can pass this at the Dec. 17th, meeting.
Request from Bob Whitbeck, Chairman of the Gr. Co. Honor a Veteran Committee, asking for contributions to erect a bronze plaque honoring all Gr. Co. Veterans who gave their lives in the service of their country.
Fax from Kurt Rychcik, of Sunrise Enterprise in regard to schedule for pump station in Cementon.
Correspondence from Frank Algozzine, Director of Real Property Tax Service, in regard to the Senior Citizen & Disabled Tax exemptions that need to be adopted before March 1st, 2005. This is in regard to Maximum Income Limits.
Thank you letters to Mr. & Mrs. Samuel Mariak for $25.00, Mr. Barry Martin for $100.00, Ms. Irene Seeley for $15.00, and Ms. Brenda VanDermark for $120.00 for donations made to Catskill Ambulance Service, in memory of Mr. Jack Riley.
Letter from Scenic Hudson, Inc, in reference to the Blenner Property, at 29 Snake Road, Catskill about the culvert that directs stormwater from the Gr. Co. Medical Arts Building to a ravine adjacent to Mr. Blenner’s property. The Town has looked at the property about 3 months ago, and it was determined that it was not within the Towns jurisdiction, Supervisor Izzo, said that Mr. Blenner was told that at the time.

Supervisor Izzo, asked Mr. Seeley, if he wanted to speak before the Board, and Mr. Seeley wanted to know when someone was coming to look at his property in regard to a place for the Ambulance Building to be located.at. Councilman Antonelli, said that he and Councilman Hanusik, had already looked at the property and would be bring the architect on 12/15/2004 to look it over.
Councilman Antonelli, asked if we were giving the Irving School proposals to Steve Kirk, to put on the Web site along with the individuals names that Mr. Antonelli, has and Supervisor Izzo, said yes and we will also advertise in the local papers.
Councilman Leggio, asked if we were going to get together something for the employees, about the benefits and the Supervisor, said that the Comptroller is getting something together for year end.
Councilman Leggio, also asked about advertising in a city paper and the Supervisor said that was fine, as we would get a cross section of responses.
With nothing else Councilman Antonelli, made motion to adjourn at 7:50 PM.
