1. Facility Availability
Rental hours for the Washington Irving Senior Center are:
Monday through Friday 4:00pm – 11:00pm
Saturday and Sundays 7:00am – 11:00pm
The Center may be available Monday through Friday during the regular hours of operation 9:00am – 4pm, providing it does not interfere with programs already scheduled with (by) the Senior Citizens.
As with all events, the Town and Village of Catskill Seniors have first priority on all days and dates.
There will be a staff member on site at all times during events.
2. Facility Rental Hours
There is a 2-hour rental minimum.
All of the hours reserved must be on the same day and continuous.
Rentals of more than one day must close between the hours of 11:00pm and 7:00am.
No events can extend past 11:00pm.
Renter or designee must be present during all hours of scheduled event.
Reservation must include set-up and clean-up time.
Clean up of event, by renter, must be within 1 hour after event.
All individuals associated with the event must vacate the facility by the indicated ending time.
To adjust hours for the event, the Senior Center or Town of Catskill Clerk’s office must be contacted immediately. The Town of Catskill reserves the right to deny any changes.
The center may not be rented on the following holidays; January 1st, Martin Luther King Day, Presidents Day, Easter Sunday, Memorial Day, July 4th (observed), Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, the day after Thanksgiving, December 24th and 25th, and December 31st
3. Responsibilities of Renters
Renter is responsible for conduct of all participants, supervision of minors, damages and all fees due.
Participants must agree to fully and promptly agree to all lawful orders given by the Police Dept, Fire Dept and the Town and Village of Catskill.
If police assistance is required, the event will be closed immediately, and security deposit will be forfeited.
4. Alcoholic Beverages and Smoking
Alcohol is PROHIBETED at the center.
Smoking is permitted outside in designated areas only. Butts need to be disposed of in the receptacles provided.
5. Parking
Parking designated in the rear of the building ONLY.
The Town and or Village of Catskill are not responsible for cars parked in the parking lot.
6. Fundraising for Personal Causes
Requests for fundraising for personal use will be on a case-by-case basis.
7. Ongoing Facility Use
Requests for ongoing facility use will be on a case-by-case basis.
If ongoing use is approved, one (1) security deposit will be held on account with the Town for renters with the regularly scheduled events. The deposit will be refunded at the end of the fiscal year. A new security deposit will be required along with a new completed application at the beginning of each fiscal year.
8. Annual Public Activities
If an organization has established an annual activity at the center, that organization has first priority to schedule that date for the following year.
If the organization has not submitted an application for the following year within one (1) month after annual use, the date becomes open and available for reservation by the general public.
9. Failure to Comply
Failure to comply with policies, terms and conditions will result in forfeiture of deposit monies and possible refusal to rent in the future.
10. Kitchen
When renting kitchen facilities, renter may use facility stove, microwave, freezer, refrigerator, dishwasher, sinks, ice machine.
Kitchen equipment that is rented such as dishes and utensils will be inventoried after each event.
All other supplies must be supplied by the renter or caterer.
The Town and/or Village of Catskill are not liable for loss or damage.
Kitchen must be swept, mopped, cleaned and returned to starting conditions.
11. Decorations
All decorations must be pre-approved by the Center Director.
All set-up and takedown of decorations are the responsibility of the renter.
NO staples, tacks or nails allowed for hanging decorations. Tape is NOT permitted on walls or on items where it will pull or rip the paint off.
Helium balloons must be anchored and removed after event.
Some decorations may require fireproofing.
Use of lit candles must be pre-approved.
12. Use of Equipment
Use of center equipment including kitchen equipment is subject to availability.
Equipment available at no extra charge is the tables and chairs, sinks, refrigerator and ice machine.
No equipment may be loaned or removed from facility except when used for a Town event.
Only facility attendants will set-up the lights and heating/cooling system for event.
For an additional charge, a PA system, dishes, glasses, utensils are available for use at the center.
13. Amplified Sound
Use of amplified sound is subject to noise ordinance restrictions.
14. RESERVATION PROCEDURES
Reservations and payments may be mailed to the Washington Irving Senior Center c/o Town of Catskill 439 Main St. Catskill, NY 12414.
Checks or money orders must be made payable to the Town of Catskill.
Telephone reservations are not valid until applications and payments are received.
Reservations may be made up to one (1) year in advance.
All fees are due when application is accepted, and will be accepted in cash, check, or money order.
Application is not accepted until signed by the Town Supervisor and or Center Director.
Approval of application and reservation will be considered only upon return of completed application and fees, and may require a certificate of insurance.
15. GROUP CLASSIFICAIONS
Local Non-Profit Organizations—Organizations which have both an IRS Code 501(C) determination letter; and a membership of which 60% are Catskill residents. Government agencies fall under this category when determining fees and rates.
Private, Resident—Private event for which no admission is charged, Applicant lives within the Town’s limits.
Private, Non-Resident—Private events for which no admission is charged. Applicant does not live within the Town limits.
Business, Resident—Profit oriented group. Business located within the Town limits.
Business, Non-Resident—Profit oriented group. Business located outside the Town limits.
16. FEES SCHEDULES
A non-refundable application fee of $10 is due upon submittal of Application.
A refundable security deposit is due at time of application approval.
Please allow 2-4 weeks after your event for return of your deposit.
A refundable cleanup deposit of $25 is due when rental payment is made.
A Non-refundable clean-up charge of $25.00 for use of the entire kitchen facility is due when payment is made. Even though a general clean up is done, we have to do a thorough cleaning for Board of Health reasons.
Security Deposit Fees as Follows:
General $100.00
Local Non-Profit $50.00
With kitchen rental, add an additional refundable $50.00, (plus a non-refundable cleaning fee of $25.00).

18. Additional Charges
Overtime will be charged for all time used above and beyond the permitted hours.
Overtime is equal to the hourly rate in half hour increments.
Security deposits are refundable unless:
-Event extends beyond reserved hours.
-Facility or equipment is damaged
-Fights, vandalism or improper conduct occurs.
-Facility is not left clean.
-Police assistance is required.
Fees due resulting from one or more of the above will be taken from security deposit. Renter will be billed for any fees greater than the deposit.
If renter refuses to pay billed balances, legal action will be taken.
Renter will not be allowed to use facilities until full payment has been made.
19. Cancellation Fee
If cancellation in necessary, the Senior Center or Town Clerk’s Office must be notified immediately.
If reservation is cancelled more than one (1) month prior to event, entire deposit less a $20 non-refundable cancellation fee will be refunded.
If reservation is cancelled less than thirty (30) days prior to event, entire deposit less a $40 non-refundable cancellation fee will be refunded.
Deposit will not be returned for cancellations less than ten (10) days prior to event.
20. Payment of Fees
All rental fees are due at least thirty (30) days prior to event.
*Failure to meet this deadline may result in cancellation of reservation and forfeiture of deposit. All checks and money orders must be made to the Town of Catskill.
