Budget Workshop Meeting II

Supervisor Izzo welcomed all for attending and opened the meeting with a moment of silent prayer.
He stated that the budget was reviewed in its entirety at the last meeting. He then proceeded to further discuss the topic of budgeting for a Town Administrator.
If a Town Administrator position was added to the budget, at $100,000, the tax rate would increase .20 cents (in general fund, every $10,000 increase increases the tax rate .02 cents). Currently, the tax rate in the General Fund is $1.53. If a Town Administrator position was budgeted, the tax rate would be $1.73.
The Town Wide budget would see a 10% increase (.24cents) from $4.84 to $5.04. A Town resident would pay in taxes about $500 compared to last years $476, however exact numbers will be known before public hearing.
Councilman Leggio stated he and the Recreation Commission had met with the Community Center to discuss the possibility of the Center directing the Summer Recreation Program. Councilman Leggio wanted to know if the funding would be kept the same?
Supervisor Izzo stated that Youth Services is budgeted at $51,000 which is a 6.2% increase. This is in the outside Town fund was because if in general fund, village residents would be taxed twice.
Councilman Leggio wanted to make sure that the money, if the Community Center took over the program, would be in the budget, and would be on one line.
Supervisor Izzo stated that a contract would be needed between the Community Center, the Town and the Village as to how the money would be dispersed between soccer, recreation, baseball, etc. if the Community Center eventually becomes the hub for all recreational activities for youth in our Town.
There was mention between Councilman Leggio and Councilman O’Connor to move the $10,000 from Parks and Recreation to the Community Center. Supervisor Izzo cautioned the Board that if that is done, then there is no money to give to the groups like Babe Ruth, Soccer and Little League, who have yet to fall under the umbrella of the Community Center, if they come to the Board and ask for help. With that being said, he stated how the money is used is at the discretion of the Board, and if they would like to contract with the Community Center on how to disperse the money, it should be discussed after the first of the year.
Mr. Harris of the Senior Fellowship approached the Board asking for a slight increase than budgeted. Supervisor Izzo stated that the Rip Van Winkle Senior Club asked for $6,250 and the Senior Fellowship asked for $19,402 ($13,000 for bus trips). They are budgeted for $14,500 with Senior Fellowship receiving $8,250 and Rip Van Winkle receiving $6,250.
Councilman Leggio asked if we could move the money from the Town Historian ($2,000) to the Senior Clubs. Supervisor Izzo stated that before a decision should be made, at the public hearing, we can show what the increase would be.
Supervisor Izzo then reviewed a letter received from Ann Marie Moran, the Senior Center Director. The parking lot pavement and the storage room and air conditioner is not included in this budget. The parking lot depends on when construction ends at Irving School. Councilman Antonelli stated that the contractor’s will take care of the pavement and storage room.
Supervisor Izzo then reviewed the payroll for the part-time employees because she stated that she didn’t know how he came about that number. Supervisor Izzo stated that the amount he has budgeted for is the amount of hours times their pay rate. Supervisor Izzo feels that one full time person there is fine for now and Councilman Antonelli concurred.
Supervisor Izzo asked if anyone had any questions on the budget. No one answered. He then spoke of making the tentative budget the preliminary budget.
RESOLUTION # 119-2007 SCHEDULE A PUBLIC HEARING FOR THE
PRELIMINARY 2008 BUDGET
Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, the Catskill Town Board has approved the Tentative Budget as the Preliminary Budget for 2008, and
WHEREAS, the Catskill Town Board wishes to schedule a Public Hearing on the Preliminary Budget, so
THEREFORE, WE RESOLVE, to hold Public Hearing # 21-2007, on the 2008 Preliminary Budget, on Wednesday, November 07, 2007, at 6:00PM, at Catskill Town Hall, 439-441 Main Street, Catskill, NY, to hear comments and concerns regarding the aforementioned Budget.
Councilman Leggio, seconded this motion.
Ayes 5, Nays 0, Absent 0. Motion Carried.
Motion was made to end the meeting be Councilman Antonelli and seconded by Councilman Leggio. Meeting adjourned 6:15 pm.
