Supervisor Markou opened the meeting with a moment of silent prayer and the Pledge of Allegiance.
Supervisor Markou reviewed the minutes to be accepted at the next meeting.
Supervisor Markou reviewed the following resolutions:
RESOLUTION # 47-2008 AGREEMENT BETWEEN THE
TOWN OF CATSKILL AND THE
CATSKILL COMMUNITY CENTER
Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, the Town of Catskill wishes to enter into an agreement with the Catskill Community Center regarding the Town of Catskill’s Summer Recreation Program for the year 2008, and
WHEREAS, it is understood that the relationship created by this agreement shall be of independent contractor and contractee, and
WHEREAS, the Town of Catskill has agreed to supplement funding for this program in the amount of $51,500 to the Catskill Community Center to be used exclusively for the Summer Recreation Program, and
WHEREAS, each signatory to the agreement understands the terms outlined and agree to execute their responsibilities, so
THEREFORE WE, the Catskill Town Board hereby authorize the Town Supervisor to sign the aforementioned agreement with the Catskill Community Center.
Councilman Walsh & Councilman Smith, seconded this motion.

RESOLUTION # 48-2008 AGREEMENT BETWEEN THE
TOWN OF CATSKILL AND
GREENE COUNTY COUNCIL
ON THE ARTS
Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, the Town of Catskill wishes to enter into an agreement with the Greene County Council on the Arts, regarding community-centered events, “Sprouts” program for the Summer of 2008 and the Annual Youth Arts Exhibit in the Spring of 2008, and
WHEREAS, it is understood that the relationship created by this agreement shall be of independent contractor and contractee, and
WHEREAS, the Town of Catskill has agreed to supplement funding for these events by providing $1,000.00 to the GCCA to be used for these events, and
WHEREAS, each signatory to the agreement understands the terms outlined and agree to execute their responsibilities, so
THEREFORE WE, the Catskill Town Board hereby authorize the Town Supervisor to sign the aforementioned agreement with the Greene County Council on the Arts.

RESOLUTION # 49-2008 AMBULANCE SERVICE
GRANT(S) APPLICATION
Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, the Town of Catskill Ambulance Service wishes to apply for a grant(s) through the Department of Homeland Security’s Assistance to Firefighter’s, and
WHEREAS, the first grant would be for $90,000 for the purchase of a box style ambulance and the second grant would be for $27,288 for diagnostic equipment, so
THEREFORE WE, the Catskill Town Board authorize the Town of Catskill Ambulance Service to apply for a grant(s) from the Department of Homeland Security.
Councilman Smith, seconded this motion.

RESOLUTION # 50-2008 CATSKILL TOWN CLEAN UP DAY
Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, the Town of Catskill wishes to have a Town-Wide Clean-Up Day on Saturday, June 7, 2008, from 7 am to 2:30 pm for Town of Catskill residents at the Cauterskill Road site, so
THEREFORE WE, the Catskill Town Board hereby approve June 7, 2008 as Town Clean-Up Day and authorize the Town Highway Superintendent to perform such clean-up services, as he deems necessary, to complete the Town-Wide Clean-Up Day.
Councilman Smith, seconded this motion.

RESOLUTION # 51-2008 TO SET PUBLIC HEARING
#14-2008-JUNK: LAWLESS PROPERTY
Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, the Catskill Town Code Enforcement Office has reported that conditions on the property located at 408 W. Bridge St., Catskill, NY constitute a public nuisance, and
WHEREAS, the Town of Catskill Code Enforcement Office has an Order to Remedy outstanding on this property due to junk accumulation with no corrections being made, so
THEREFORE WE, the Catskill Town Board hereby approve and set a public hearing pursuant to Chapter 115 of the Town of Catskill Code concerning this matter on May 21, 2008 at 5:15 pm at Catskill Town Hall, 439-441 Main Street, Catskill, NY 12414.
Councilman Walsh, seconded this motion.

RESOLUTION # 52-2008 TO SET PUBLIC HEARING

Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, the Catskill Town Code Enforcement Office has reported that conditions on the property located at 140 Paul Saxe Road, Catskill, NY constitute a public nuisance, and
WHEREAS, the Town of Catskill Code Enforcement Office has an Order to Remedy outstanding on this property due to junk accumulation with no corrections being made, so
THEREFORE WE, the Catskill Town Board hereby approve and set a public hearing pursuant to Chapter 115 of the Town of Catskill Code concerning this matter on May 21, 2008 at 5:30 pm at Catskill Town Hall, 439-441 Main Street, Catskill, NY 12414.

Councilman Antonelli, presented the following for consideration and adoption,
WHEREAS, the Catskill Town Code Enforcement Office has reported that conditions on the property located at 4500 Route 32, Catskill, NY 12414 constitute a public nuisance, and
WHEREAS, the Town of Catskill Code Enforcement Office has an Order to Remedy outstanding on this property due to junk accumulation with no corrections being made, so
THEREFORE WE, the Catskill Town Board hereby approve and set a public hearing pursuant to Chapter 115 of the Town of Catskill Code concerning this matter on May 21, 2008 at 5:45 pm at Catskill Town Hall, 439-441 Main Street, Catskill, NY 12414.
Councilman Smith, seconded this motion.

Supervisor Markou introduced Hudson Talbott and Kelli Darling of the Catskill Community Center.
Mr. Talbott ceded the floor to Kelli Darling who gave a brief update regarding the Small Cities Grant that the Town and Village have applied for on behalf of the Center. She stated she has completed the surveys with Steve Kirk, grant writer, and has a meeting with him tomorrow to finish processing the grant that is due on Monday. Supervisor Markou asked if we will qualify and Kelli stated yes.
Mr. Talbott then gave a brief update on events that will be forthcoming at the Center. On May 9the there will be a wine tasting/gallery showing starting at 7:00 pm. The donation is $20.00. On May 10th, the Center will be having an open house for the New Welcome Center area. That will be at 6:00 pm with a ribbon cutting at 6:15 and Mr. Talbott stated the Board members are invited to attend. There will also be a Program Fair and Kids Night Out. On June 21st, there will be show in support of the Cats in the Gallery space.
Supervisor Markou then asked Dr. Stephen Menkes of Greene Medical Arts to approach the Board.
Dr. Menkes, along with the manager of Greene Medical Arts, approached the Board in regards to having their zoning changed. Dr. Menkes stated Greene Medical Arts has restrictive zoning and he would like that to change in order to rent vacant office space in the building to professionals. He is not looking to change the façade of the building.
Supervisor Markou stated that a SEQR would need to be done due to the Little Red Schoolhouse. This would need to be a long form and would need a lead agent. Supervisor Markou stated that it will probably be the Town. He is going to contact our attorney to move forward on the process. No Board member objected.
Supervisor Markou reviewed the Correspondence:
Letter from Time Warner Cable regarding channel adds.
Letter from Gary Kistinger regarding changes he feels need to be made in the Subdivision law.
HOCA/CCC quarterly report.
Supervisor Markou polled the Board. Councilman Smith presented a memorandum regarding an amendment to the Noise Ordinance Law, enforceability. He has reviewed the Town Law and the Village Noise Law and has made a suggestion as to how the Town Law should be amended.
Supervisor Markou asked if any other Board Member had anything to discuss and also asked the audience. With no comment a motion to adjourn the meeting was made by Councilman Antonelli and seconded by Councilman Smith.
