Supervisor Markou opened the meeting with a moment of silent prayer and the Pledge of Allegiance.

Supervisor Markou reviewed the minutes that will be passed at the next Town Board meeting.

Supervisor Markou reviewed the resolutions:

RESOLUTION # 35-2008    APPROVE JOB DESCRIPTION FOR SENIOR CLERK FOR TOWN COMPTROLLER’S OFFICE

Councilman Antonelli, presented the following for consideration and adoption,

WHEREAS, the Town Comptroller’s Office is in need for a full-time Senior Clerk to
assist in payroll, accounts receivable, accounts payable, and personnel record keeping,
and

WHEREAS, this position will also perform a variety of duties in relation to central
purchasing of supplies for Town offices, and

WHEREAS, the Town Board has reviewed the job description for the Senior Clerk
Position, so

THEREFORE WE, the Catskill Town Board hereby approve the job description for the
full-time position of Senior Clerk for Comptroller’s Office.

Councilman Walsh & Smith, seconded this motion.

Ayes    5,      Nays    0,      Absent    0                             Motion Carried


Interviews will commence in a couple of weeks.


RESOLUTION # 36-2008                            TO HOLD PUBLIC HEARING
#9-2008 TO REPEAL LOCAL LAW #1-1988 AND REPLACE WITH PROPOSED LOCAL LAW #4-2008-FLOOD DAMAGE PREVENTION

Councilman Antonelli, presented the following for consideration and adoption,

WHEREAS, the Town of Catskill has been advised by the New York State Department of Environmental Conservation, Division of Water, Bureau of Flood Protection and Dam Safety, to continue program eligibility with the National Flood Insurance Program, and

WHEREAS, the Town of Catskill has been advised by this Department, after review of our existing floodplain management regulations, to repeal our existing Local Law and to enact a new Local Law establishing the new flood insurance study and flood insurance rate maps for the Town of Catskill so that we may be in compliance with the National Flood Insurance Program (NFIP), so

THEREFORE WE, the Catskill Town Board, do hereby resolve to hold a Public Hearing on Tuesday, April 1, 2008, at 6:00 pm, at Catskill Town Hall, 439-441 Main Street, Catskill, NY, to hear comments and concerns on the proposed Local Law #4-2008.

Councilman Smith, seconded this motion.

Supervisor Markou reviewed the Correspondence:

Letter from Time Warner Cable regarding channel drops.

Letter from Ulster Greene ARC about their 27th Annual “Humanitarian of the Year” dinner at Wiltwyck Golf Club.  Supervisor Markou stated that in the past the Town Board has either made a contribution or an advertisement.

RESOLUTION # 37-2008    DONATE TO THE ULSTER-GREENE ARC FOUNDATION

Councilman Antonelli, presented the following for consideration and adoption,

WHEREAS, the Ulster-Greene ARC is a part of the community, which employs and
services some of our residents, and

WHEREAS, the Ulster-Greene ARC Foundation does fund-raising to assist in
providing for special projects that consumers may need,

THEREFORE WE, the Catskill Town Board do hereby authorize $100.00 for a quarter
advertisement for their fund-raising efforts.

Councilman Smith, seconded this motion.

Ayes  5,        Nays  0,        Absent                                  Motion Carried

Supervisor Markou reviewed the reports:

Supervisor Markou polled the Board for comments.

Councilman O’Connor stated the Ambulance building should be finished soon.  

Councilman Antonelli asked about the buzzer.  Councilman O’Connor stated he has spoken with S & F and it should be installed soon.

Councilman Smith stated the noise ordinance law is still being reviewed.  Standards are being reviewed and the most effective standard would be a time standard and it will be discussed at the board meeting.

Supervisor Markou asked if anyone from the public would like to address the Board.

Gary Kistinger congratulated the Board for the passage of Resolution #34-2008-NYS Property Taxpayers Protection Act.  He is concerned about the Town’s subdivision law.  He believes the law was passed within 2 months.  He doesn’t believe it serves Catskill appropriately.  He believes the issues to be addressed are shared driveways, surveying before approval, and addition to parcels.  

He also believes the Zoning laws need to be addressed.  He believes the minimum lot size needs to be addressed.  

Andrea Lowenthal, Catskill Community Center, asked the Board if they had any questions.  

Supervisor Markou stated that Steve Kirk has meet with Kelly to see what additional information is needed to be included for the Small Cities Grant.  The next public hearing will by March 25th at 6:00 pm.

Kelly stated she is working on the information that is needed.  

Supervisor Markou asked if anyone else would like to address the board.  With no further comment, a motion was made by Councilman Antonelli and seconded by Councilman Smith to adjourn.  The meeting ended 6:45 pm.
