Special Meeting.
October 30, 2007, 7:00 PM
Catskill Town Hall
Present: Chairman Daniel Howard-PE, Vice Chairman Peter Gustas, Harry Sacco, Allen Uhler, Jack Rivituso, Warren Sheridan, Larry Federman, Secretary Jennifer Foxe.
Absent: All Present.
Chairman Dan Howard opened the meeting at 7:00 PM with a moment of silent prayer and the Pledge of Allegiance to the flag.
New Business:
Special Meeting #1- Complete the Environmental Assessment Form part 2, and adopt the SEQR Determination Resolution.
Subdivision SUB-22-2007 Trailers LLC, Route 32, Catskill.
The Board discussed the factors on the EAF form Part 2 for Trailers LLC SUB-22-2007 with all answers being “No.”
Mr. Howard read aloud the SEQR Determination Resolution.
Mr. Gustas made a motion to accept this SEQR Negative Declaration for Trailers LLC SUB-22-2007, seconded by Mr. Rivituso.

With no further business to discuss Mr. Gustas made a motion to close Special Meeting #1, seconded by Mr. Sacco.

Public Hearing SUB-22-2007:
Chairman Dan Howard opened the Public Hearing for Subdivision SUB-22-2007 Trailers LLC, Route 32, Catskill. The Notice of Public Hearing was published in the Daily Mail on October 24, 2007 and October 25, 2007.
NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE, the Town of Catskill Planning Board will hold a public hearing in accordance with Town Law § 276 and the Town of Catskill Subdivision Regulations on October 30, 2007 at 7:00PM at Town Hall, 439-441 Main Street in the Town of Catskill, to consider a minor 2 lot subdivision of land located on Route 32 proposed by Trailers LLC. Written and oral comments will be accepted until the close of the public hearing.
Mr. Howard asked if anyone would like to comment on this proposed subdivision.
No questions or comments were made.
Mr. Federman made a motion to close the Public Hearing SUB-22-2007, seconded by Mr. Gustas.
Ayes 7, Nays 0, Absent 0, Motion Carried.
The Public Hearing was closed at 7:06 PM.
Mr. Howard opened Special Meeting #2.
Subdivision SUB-22-2007 Trailers LLC, Route 32, Catskill.
Mr. Howard read aloud the Resolution of Subdivision Approval.
Mr. Gustas made a motion to approve the resolution for SUB13-2007, seconded by Mr. Rivituso.

Other Business:
Mr. Howard asked the Board for responses regarding the comments received at the public hearing for Kaaterskill Manor on October 20th.
Discussion ensued amongst the Board.
Mr. Federman made a motion to have the applicant provide an “exit-only” access from the site to Sunrise Avenue at the dead end of Sunrise Avenue, also provide for the installation of an appropriate barrier at the end of Sunrise Avenue so that traffic associated with the project does not go down the embankment, and to include “traffic calming” measures on Sunrise Avenue between the dead end and the entrance driveway for the project, the Board is looking for a Chicane style rather than speed bumps, seconded by Mr. Sacco.

Mr. Howard stated Subdivision SUB-17-2007 for Maria Deleo on Rt. 23A was approved with the conditions on September 20, 2007. Specifically one of the conditions stated the gate must be erected, installed, and secured within forty-five (45) days of subdivision approval. It appears the gate has not been constructed, and the time frame is about to expire.
Mr. Rivituso made a motion for the town Code Enforcement Officer to contact the applicant as a reminder the gate must be erected by Sunday November 4, 2007, seconded by Mr. Gustas.

Mr. Sacco made a motion that our consultants present to the Board in a briefing before sending documentation to the applicant, seconded by Mr. Uhler.

Mr. Federman provided the Board with an update on the Hudson River Corridor Study.
Due to schedule conflicts, the Planning Board meeting for November 20th will have to be rescheduled.
Mr. Rivituso made a motion to reschedule the Planning Board meeting for Tuesday, November 27th at 7:00PM at Town Hall, seconded by Mr. Federman.

With no further business to discuss Mr. Gustas made a motion to adjourn, seconded by Mr. Sacco.
