2 SUPERVISOR IZZO: Good evening,
3 everybody, welcome. Can you hear me okay?

5 SUPERVISOR IZZO: I want to wait
6 just a couple more minutes because we had to
7 change where we were going to have the meeting
8 because of the DARE ceremony. There are
9 actually four functions going on tonight so we
10 had to move here and I thank you very much for
11 your patience and for coming over here to the
12 meeting.
13 A couple of ground rules. We do
14 have a stenographer here tonight taking
15 minutes of the meeting, the stenographer will
16 then send us a copy of those minutes and they
17 will be available at the Town Clerk's Office
18 when they're finished. If you would like to
19 speak we've placed the microphone on this
20 table over here. We will try and get a
21 microphone to you. The stenographer asks that
22 you would please give your name and where you
23 live and then any questions you may have at
24 that time.

1 tonight. We have Chuck -- I'm sorry, old
2 habits never die. Louie O'Connor is the
3 councilman, Joe Leggio, Bob Antonelli and
4 myself. I'm Joe Izzo, I am the Town
5 Supervisor. We have Clough Harbour here to
6 give a presentation and we have Steve Kirk who
7 is our grant writer who will explain to you
8 the function of the grant.
9 We ask that you please be civil,
10 that there will be no shouting and no
11 argumentative remarks. We'll try to answer
12 your questions as best we can. If we cannot
13 answer your questions we will make sure that
14 we will get answers for you within a
15 reasonable time and we just ask that everybody
16 consider everybody's opinion on this matter
17 and that we have a good dialogue so that we
18 can get through the idea of how we want to
19 proceed. Again, I thank you very much for
20 coming.
21 I just wanted to let you know, just
22 give you a little history of the land. "This
23 land, pursuant to a resolution of the
24 Commissioners of the Land Office adopted
25 October 6th, 1926 is in accordance with the

1 provisions of Section 35A of the Public Lands
2 Law in consideration of the sum of $18.16,
3 lawful money of the United States, paid by the
4 Town of Catskill, Greene County, New York the
5 conditions herein express that we have
6 granted, released and quitclaimed and by
7 the" -- "and by pursuant" -- I'm sorry, excuse
8 me -- "and thereby pursuant to grant release,
9 quitclaim unto the said Town of Catskill in
10 the County of Greene and the State of New York
11 all rights, titles and interests of the People
12 of the State of New York and into the
13 following described land," then they give you
14 a description of the land. "This grant is
15 given pursuant to a resolution of the
16 Commissioners of Land and it contains 134.8
17 acres of land. It was at one time owned by
18 Abraham Salsibury and Charles Showalik and is
19 in possession of Bortel Flagg (sic) and wife."
20 So the land has been in the control of the
21 Town of Catskill since 1926 and the land is
22 reserved for recreation and conversations
23 purposes, recreation and reforestation
24 purposes. That is what the land can be used
25 for only. If the Town decides that it wants

1 to use it for another purpose it cannot. It
2 would -- it could automatically go back to the
3 State of New York if the Town of Catskill
4 violated the covenant of this deed. I have a
5 copy of it here. Actually this is my copy.
6 If anybody would like a copy of this you
7 certainly can get it at the Town Clerk's
8 Office. We'll make it available for you.
9 I'd like to introduce Mr. Steve Kirk
10 and he will give you an update on the grant
11 NWC from the Office of Parks and Recreation
12 and then after that we're going to a
13 presentation by Clough Harbour on the park and
14 then we'll open it up to questions and
15 answers. Thank you very much. Steve?
16 MR. KIRK: Thank you, Joe. Good
17 evening, everyone. As the Supervisor said,
18 the Town secured a grant from the New York
19 State Office of Parks and Recreation and
20 Historic Preservation through the
21 Environmental Protection Fund. We applied in
22 June of 2003 and were awarded about six months
23 ago -- I will just go through the numbers very
24 quickly what we applied for. We had 84,000 in
25 predevelopment costs, 184,000 construction

1 costs, 150,000 in acquisition costs and
2 24,000, 25,000 in administrative costs. We
3 applied for $222,437 from the State. The Town
4 is obligated to match that grant award dollar
5 for dollar. Now, a big part of that grant
6 match was the value of the land which was
7 $150,000 so that was part of the match. The
8 rest of it was going to come from Town funds
9 and Town labor forces. In the grant award
10 that was provided to the Town about six months
11 ago we actually received a grant of about
12 168,000, 168,000 approximately. The Town
13 still has the obligation to match that. They
14 can use the value of the land that's on Five
15 Mile Woods Road for the match plus some --
16 some other smaller matches through the
17 donation of labor through the Town and also
18 Town cash. The grant was made specifically
19 for this project and this site on Five Mile
20 Woods Road. This would be similar to if any
21 of you are familiar with the Senior Center
22 that went up about two years ago, it was
23 funded with a grant from Small -- from the
24 Governor's Office for Small Cities. We didn't
25 really have a lot of options. The grant was

1 awarded specifically to locate a Senior Center
2 at the Irving School building and that's where
3 it eventually went to. The Town had to
